Subject: dmaengine: idxd: Clean up cpumask and hotplug for perfmon
The idxd PMU is system-wide scope, which is supported by the generic
perf_event subsystem now.
Set the scope for the idxd PMU and remove all the cpumask and hotplug
codes.
